EGOV - Open e-governance and e-democracy

60 hp computer and systems sciences (or equivalent).

Short description

The course describes the historical development of e-government and e-democracy and addressing emerging phenomenon open e-government by discussing the way in which information and communication technologies has changed and will change the public sector. The course focuses on theories of e-democracy, public administration and information systems. Several case studies of e-government will be presented and discussed.

Aim

After the course the student should be able to:

• Demonstrate in-depth knowledge of the central concepts and theories in e-government and e-democracy and the historical development of these concepts and theories
• Analyze how changes in information and communications technology affects e-government in different parts of the world
• Analyze "e-governance" as both a political and technological artifact kontrukt
• Critically examine the positive and negative characteristics of new forms of e-government
